Depends on how mad the troll is at the manhole.  OTOH the troll could just go find a trollhole and use that.   ;D

It is an interesting question... personally considering their size, it's unlikely they'd get many underground maintenance jobs so it's highly unlikely that either the manhole, OR the space it leads to, would be appropriate for a troll.

I'd say yes to the manhole, probably has to duck in the area underneath, if you're in a situation where the space matters (like dodging), you might take a penalty to the test due to the space being small for you.

 A little thread on manhole cover sizes which seem to vary widely from 2 feet to 4 feet diameter.
IMO it would be a tight fit for a Troll, but maybe newer manhole covers would account for metahumans and be even larger (although probably rare)

Standard Manhole? Probably not....the nearby storm drain grating however is very likely a better fit...and would most likely be removable...at least the troll can remove it..

I think that depends on the city, and how old the infrastructure is.

The older it is, the less likely he is to fit.

a troll can probably fit in the main collector tubes, as they are very large (I've seen them, they are huge).  The regular sewage collector in normal streets, not so much (humans have to crawl in those).  I assume that for a lot of maintenance in sewage collectors they use drones to actually go into the tubes.

Yikes crawling along a sewage filled tunnel to fix a blockage before it floods is probably one of the worse jobs I've heard of.
