Bone Density/Lacing is an enhancement and reinforcement of the skeletal structure. Extra damage is caused by increased impact mass as well as hardened bone transferring kinetic energy more effectively.

Hand Razors are sharpened metal or carbon fiber claws. Extra damage is due to these hard and sharp claws being able to easily rip through armor and flesh.

Bone Density makes you do STR + X damage in unarmed combat. Cyberspurs gives you an "unarmed" weapon that does STR + 3 damage. Neither of those increases your unarmed damage by some amount - instead, they set unarmed damage to a set amount of STR + X. Contrast the Critical Strike adept power, which does increase the DV of a certain attack (rather than setting the damage to a specific damage code).

ScytheKnight gives a good reason why they don't stack, but that's how the rules say they don't stack.

ya just like if you got a cyber arm and then load it with strength boosting enhancements that will up the damage somehow, course I remember in 3rd if you had a shock glove you did unarmed damage and then shock glove damage now its just a shock glove damage
