BTW, Harlequin was legally deemed to be a hereditary peer of the United Kingdom and has the right to sit in the House of Lords.
Given he has been around a looooooong time that actually seems like some good planning on his part.
Win the original peerage in the old days and just pop around every so often to keep up appearances and pass it along to his 'heir'.
The SR House of Lords probably never suffered the House of Lords Act of 1999 which severely curtailed the number of Hereditary Peers who could sit in the House of Lords or the ongoing attemps in 2015+ to further cut into their power, so would not surprise me to see him there.
I would have thought though they would have asked him to clean up a bit first and lose the makeup during sessions ( a quick illusion if he doesn't want to lose the actual paint).
