These qualities are the price for those cool advantages
of the Positive Metagenic Qualities. While these qualities
are intended to be the dark side of SURGE, they
can also be taken by characters looking for a little extra
flavor from their character’s background, such as mysterious
mutations or the side effects of gene therapies.

So the question is should a non SURGE PC be allowed to get these qualities. HL does not allow it but herolabs is not always right.  So what do you all think?
