When I read that description, I had a case of deja-vu, as an Adept-Archer who was trained for rescue and paracritter control (UCAS Awakened Frontiers program) was my first "real" character in Shadowrun.
Bows aren't super powerful direct combat weapons; rather, they're a tool for delivering specialized munitions silently to problem spots, in and out of combat.

The more creative you get with how to use bows, the better they become. Although I'd refrain from using them too much for open firefights. Guns are better at raw damage, and everyone uses them. When the smoke clears and you've fled the scene, those Arrows will stick out to investigators.
