Hello there, im thinking about a bounty hunter type of  character utilizing throwing weapons for his work.
I want him to have the skills throw and exotic weapon: bola.

Additional he needs a way of finding the target in the first place, so he needs some amount of social skills or tracking skills. Maybe a contact could help help with this too.

Oh and ofc Perception on a lvl to work with

I'm not quite sure if he should be an adept or a samurai.
The adept could be something like this, just not as minmaxed as this one.

To be honest i never actually built a cybered character so i have actually no idea about how to build this char as a mundane samurai, help would be appreciated.

And the race, yeah, I think he would need to be an ork or a troll (I like the idea of a fomori bounty hunter), because he needs a good amount of strength to do some good amount of damage with all those throwing knifes.

Any help is appreciated :)

It sounds like a classic Street Sam/Adept with a twist. Mixing social skills in is tricky unless you are using Sum to Ten and can get both decent Skills and Attributes (something like a B Skills; B Attributes; C Meta which won't leave you much nuyen/magic but gotta sacrifice something).

As an adept you could go for a A/B - Attributes; A/B - Troll/Ork; C - Skills; D - Adept; E - Resources. Use all your Special Attributes to get some PP (get Improved Reflexes 3 for combat, maybe Attribute Boost AGI and whatever you think fit a tracker like extra senses), use your starting karma to complete your skill pool and maybe get 2 Edge and you are good to go.

For Cyber you can either go Muscle replacement which is cheaper, more versatile but require high Attributes (A - Attributes; B - Resources; C - Ork; D - Skills; E - Magic) or Cyberlimbs which can work with D - Attributes allowing for much more skills but they are quite expensive for metatype with high AGI/STR and they don't leave much room for other wares.

For wares you need something for initiative: Wired Reflexes cost a lot of essence but is cheap at rating 1 and can be upgraded later, Synaptic booster is expensive in nuyen, cheap in essence, Synaptic Acceleration can be combined with Reaction Enhancers and is cheap than booster in Nuyen & essence but can't be upgraded, finally Boosted Reflexes is extremely cheap in Nuyen and average in essence but can't be upgrade and only provide 1 dice.

Lets just go with the idea of a human/elf bounty hunter with two awesome cyberarms for throwing stuff. This is a rather cool idea too :)

So i would need two cyberarms and wired reflexes. What are good ways to mod the cyberarms? im totally cool with them being shiny, big and bulky, thats just an enourmous style bonus :D

If you go for only Cyberarms and no Cyberlegs you will want to keep a decent AGI, around 3 or 4 to move fast and throw sneaking, the quality Redliner can help too (and it up your arms AGI and STR to 10). The priority becomes A - Resources; B - Skills; C - Attributes; D - Human/Elf; E - Magic.

For Attribute I would go 3 BOD; 3 AGI; 5 REA; 2 STR (with Karma); 3 CHA; 5 INT; 2 LOG; 3 WIL. That's for Human, for Elf it's 4 AGI and 5 CHA.

For the cyberarms max out AGI and STR : Customized Agility 6/7; Customized Strength 6; Enhanced STR+AGI 3. Getting some Armor is also a nice boost, 3 will leave you with 6 Capacity remaining. Though you can get up to 6 more with Bulk Modification. Fit whatever you want in the remaining capacity, a Cyber-Gun can be nice, or if you are going Unarmed, which I recommend since it has non-lethal options, you can get some Spurs and/or Shock Hand. Chrome Flesh has a lot of options, check it out if you have it.

With A - Resources I would recommend to go Wired Reflexes Rating 2 to start out with a really good initiative. It can be paired with Reaction Enhancers to go even higher. Make sure you have Smartlink implanted, either directly in the meat or with Cybereyes (I generally avoid Cybereyes on non-human that start with a boost on their natural eyes). Mnemonic Enhancers is a cool option if you want to have a Bounty Hunter that travel, you add its rating to all knowledge, language and memory test, always nice to help remember faces.

On the other side of Cyber is the missile adept.

With the right combination of powers and Missile Mastery, an adept can turn just about any item into an effective AND surprising weapon.

Where am I going? And why am I in a hand basket ???
