*Shrug*  Old lorries, armour plate bought from a scrapyard, and armoured glass (That's a bit harder to get.).  Not exactly "High Tech".  You just need a really good welder, and you'd have a WWI/Early WWII-Era Armoured Car.  Certainly is stepping things up from Technicals, however.

And if there's anything the NarcoTerrorist Gangs have is money.  More than they could ever launder effectively.  Which makes jobs like this so much easier.

The Tech isn't as important as the effectiveness of the ability of the object to have it do what you want. You don't need fancy. You need what works. And considering it will stop anything short of a RPG....that's pretty good

Too bad Russian RPG-7s (And their various knock-offs) are pretty easy to get, and probably cheaper than the truck they turned into an armoured car...  :(

A primary reason so many armoured vehicles are caterpillar tread (Along with construction vehicles) is to displace the mass over a larger area to prevent sinking and improve traction.  Russian Tanks in WWII (About the technology we're talking about here with these armoured cars) had wider tracks to deal with the lack of paved roads, while German tanks with thinner treads were designed (partly) with the Autobahn in mind.

Not sure how good the condition of the roads in Mexico and South America are, but if they're any worse than the highways of Northern Ontario and parts of the Prairie Provinces, that thing would get stuck on the way to the gunfight.
