Buying one or similar is the best bet. Otherwise it's an Extended Logic + Software test with a threshold  of Rating x 2 and an interval of 1 month, and then go through that process again if he wants to code any Program Options into it. Not as bad as System, but Hacking programs take a while to code.

@the Kernel: He could probably find your node, but I think he'd have to look for it with Scan. Not positive though.

it can be handled this way
   Finding and getting access to an appropriate network requires
an Extended Data Search + Browse (8, 1 day) Test. Once connected
to such a network, the character doesn’t need to find another one
unless the network gets shut down, or if it doesn’t have the program
she’s looking for (both at the gamemaster’s discretion).(unwired p 94)
