As a GM (and a player, although not often enough, sadly...) I look for reasonable characters. You know, characters whose stats seem to reflect who they are, rather than just a bunch of stats.
By the same token, most adults have at least a 2 even in stats they don't use very often. A 1 means some serious shortcoming physically, mentally, or socially, even without any negative qualities. Such people are often more of liability to their own side than the enemies.
By the same token, most people work harder at improving themselves at what they're already good at. Not too many athletes try to get degrees in engineering, for example. So, the high stats at the beginning get raised even higher, along with the relevant skills.
