Whatever you want. I really recommend answering the common twenty questions for your character. By the end of that, you'll have everything you need to build your character.

For stealth and weapons, depending on weapons, you can be anything from an ex-SWAT member, to a gang member with an aptitude for blades, to a disgruntled clown that likes to sneak into peoples closets and burst out with a shotgun. Shadowrun is really a game where you come up with whatever concept you want, and roll it into the skills. I've seen everything from drag queen ghoul adepts to two bit drug dealers named Jay and Bob that decided to play face/enforcer.

200 points is a lot to spend really. As long as you aren't paying the overpriced hardcap fee, there shouldn't be any issues getting what you want. For an elf (what the OP wants to play):
B: 3 A:6 R:4 S:2
C: 3 I:5 L:3 W:5
is a completely playable build with no horrible stats at all. This is of course assuming the character takes an INT tradition. A CHA tradition would be cheaper and allow some extra points elsewhere, but INT based doubles up on initiative effectiveness as well.

Main reason I said the dumpstat a lot is from seeing the builds where people took the "ask why you're not an ork, you should be an ork" stuff to heart and went with 1 in Cha and Log. The stat setup you posted, actually looks like one I'd use (except for a mage as I'd switch Int and Log, but I like hermetics).
