Am trying to figure out a character build like the infamous Captain Jack Harkness from Doctor Who/Torchwood series
I figure he'd at least be an elf spike baby, faceman, with the human-looking qualities, but that's as far as I've gotten. Any help would be very much appreciated :)

captain jack breaks a major rule of shadowrun with his coming back to life.  Besides that he would definitely have a 3/6 connection called the doctor.
Whenever I am at a loss for I should do, I ask myself what would Michael Weston do?

Would make the game more interesting if he couldn't die, but went with being an elf for that part, lol

The orginal idea I had for him, is that he was an elven spike baby, who was an American volunteer in the RAF during WWII, & has lived amongst the mundanes since then. Need some ideas on skills & such.

Well, if he was working with an air force--if he was a pilot that is--Pilot Aircraft would be a good idea. Heck, make him basically a smuggler-type rigger.

Metabolic arrester and regeneration would take care of his coming back in almost any situation a SR character would come across. Wouldn't work for his more extreme comebacks (blown to pieces and buried alive for centuries come to mind), but for the more mundane (for him) situations could do quite nicely.

And his character when introduced was basically a con-man. I see him as more of a spy type (time agent past) who went into grifting when he jumped ship. Definitely some serious spy/face skills in all his iterations.

High edge, 5 or 6 would be best...cause let's face it, he's extremely lucky (Also, for the extreme comebacks...burning a point of edge. You could kill him 4 times and he'd still come back...if you die more than that before a character would retire...well get new dice) Pistol would be a good idea, unarmed combat is another pretty good idea, Because he's a scrapper so to speak

Depending on his age, you have to take SURGE III and put him in a fish tank.
