The Iron Will is an old, clunky piece of industrial equipment; if you want to rule that the military has finally gotten Power Armor right, go for it. Maybe declare you have to use a system where it can only be used while in VR via a direct DataJack connection, and each armor has to be individually fitted and calibrated to the pilot? Just use the Iron Will stats, but get rid of the Agility penalty.
For the AI version, I'd start with a Mitsuhama Tomino and swap out the Touch Sensors and Cyborg Adaptation mods for 20 Normal + 10 Reactive for the armor and IT&L 2.
Either way, since it's not actually an Iron Will or a Mitsuhama Tomino, but a <The company they're working for> <Name of Model> Eye Eternal, being the GM, can just declare it has a flight mode and adjust the movement stats accordingly.
