But I was hoping this was going to be tech to finally let you ring the guy in front of you doing 45 on the highway to pick up the pace. :P

Eh, go the Death Race route and mount twin-linked .50 machineguns on your car. That'll get the message across much clearer than any elctronic device!  ;D
