Not near my books right now but, IIRC, you have to already have an Air Speed (or some similar restriction) to use Lighter Than Air.
Besides, the actual derigibles are pretty badass already.
Such as the ill-fated R33 or (ZRS-4) Akron and other airbourne aircraft carrier ideas, which if not brought to their untimely end by storms and other small problems would probably have become long-term area control drone carriers and things that are only now entering Shadowrun...in the present day.
And just so everyone has it:
Lighter Than Air (All): The vehicle is mounted on a
zeppelin or blimp frame, so that it can now loiter over an area
for days. The gas bag is filled with non-flammable gas, and is
compartmentalized so that no single puncture will deflate the
whole bag. As a result, the fuel consumption of an LTA craft is
radically reduced, so its operation time (p. 103) is multiplied
by 10. Speed and Acceleration are cut in half, however, while
Handling is reduced by 2, but the craft gains Level 2 improved
takeoff and landing capacity (p. 103).
The description doesn't give any indication that LTA is "only for vehicles that are already aircraft", and given the rather significantly different body designs between, say, a zepplin meant to loiter over a contested city versus an anti-air interdictor fighter designed for supersonic combat. Yes, I'm intentionally using rather drastically different ends of the spectrum, but I hope the point's clear. That being said, I
would give a flat NO to any player asking to put LTA on their Entertainment Systems Cyclops.
