Ghouls.
Seriously, if you read the virus, one good wave attack in a major city would cause widespread outbreak in that city. However, if a group of ghouls that have retained their intelligence and have a grudge against humanity decided to try and quietly spread it, I could see it hitting a much larger area if done properly. A series of properly executed "traps" would be devastating (remember the people with aids gluing tainted thumbtacks onto gas pumps and theater seats several years back?).
Now, a lot of people house rule the virus because it is so ridiculously contagious as written, but by RAW I think that it's the simplest "zombie" threat.
EDIT:
One of my favorite runs I ran was a group of runners traveling down through an underground corp lab to save a lead scientist. The lab (Raincoat Inc.) had been tweaking the ghoul virus to weaponize it. "Zombies" galore. Of course this was in SR3 where the virus wasn't quite as instant ghoulifiying as it seems now.

My thinking was that there are already a few zombie apocalypse games out there. But, if you did want to go that way in SR, then I'd have to agree with Crash - ghouls would be a good way to go!

I guess "Where would you do it?" would be the next question. Do you want a localized event, or a nation-wide, or even a world-wide event? If it was localized (initially) it can easily be spread, or contained, as the need/desire arises. I'd probably start on a small scale in some out-of-the-way place, and go from there.

I know that run I did, it was initially isolated "the lab", but after the runners were double crossed and trapped in the lab, it got released into the local environment when they escaped.
In the end they had a full outbreak on their hands that devastated an entire miniature sprawl area. It was pretty much a blatant resident evil rip off, but my players still had a damn good time. Two of them go contaminated by the end of it, one ended up becoming mindless and getting TKed, the other ended up being completely aware and almost better than he was before other than the whole blindness factor. He almost got TKed, but managed to talk them out of it since he wasn't a slobbering fool trying to mindlessly eat them.

Maybe when I'm in a better shape of mind. I've already caused a lot of issues and came close to the ToC with the Gun

One option for the ghoul aspect of a zombie apocalypse could be to use a modified version of the Krieger strain that creates ghouls, especially if those responsible are trying to make it so that those infected either retain their intelligence more readily (in the case of those wanting trainable/controlable soldiers/workers/slaves) or to make it so that anyone infected becomes a feral, drooling mess (for those that are just after Resident Evil style hordes).

I'm playing Dead Island right now, where most of the infected are in bikinis and swimming trunks.
It is not pretty.

I pretty much did a Racoon City rip off and all my PC's enjoyed it. I started it out with a delievery run for someone they had worked before, and it was a package not to be looked at. (last time they got a similiar run and they got bonus pay for not looking)
Well they have a guy who has an addiction to fire and explosions.... and they took the package on an airplane ride.... :P If the guy had done his composure check worth a damn it might have been different. I wasn't planning on it, but i was keeping the possibility open. When the mexican threw a grenade out of the plane and caused it to crash land i figured i'd do Zombies because they all agreed this is probably the best system we could run a zombie splurg in.
So i had them all take stun damage enough to fill their stun bar no matter what most of them rolled and hopefully not kill them. (one came close) And they woke up in a hospital.... <.<
(beginning of Resident Evil 2 anyone?)
Oh and no one checked their emails right away but once they noticed weird things happening they checked their email. Their employer had sent them seemingly messages so much that it filled up their inbox. First on they open says....
"GET OUT"

Sounds fun, I am running a NAN based campaign. The particular tribe's holdings include some awakened pharmaceutical company. A hacker broke in to use the facility to try out a combat drug designed to be given to soldiers. The formula didn't quite work out, and the company unaware of the late night dabbling sent out shipments of psychotic behavior inducing pills under it's EZdoze packaging. The zombie part comes in because of the rage ridden psychotic and enhanced attribute behavior. The twist is that the "mistake" in the formula was intentional and contrived by spirits who found possession is easier when the user is in said psychotic state. The thing that holds this back from your classic zombie fest is victims aren't infectious, which in my opinion is a key element to the zombie mystique.
Bug spirit drones can also sort of pull a zombie feel (suppose you could always work out some sort of possession infection if you bent the rules a bit). In my case the spirits were pissed off Indians who's tribe had been wiped out and originally owned the land in the 1700/1800's. They were hung out to dry by other tribes as well and so were particularly bitter and are now orchestrating their vengeance. Getting physical bodies was sort of the first step.

That was kinda along the lines of what I was thinking, either Atzlan or Amazonia weaponizes ghouls and the outbreak starts in Bogota.

Hmmm, I'm thinking now.... Think I'll set up a scenario with a shoot out near the cities water resevoir. Ghoul vilian is getting away crossing iron walkway over resevoir, characters likely to shoot anyway...
A few weeks later a story on a rash of outbreaks of HMHVV with no explained source. Suppose it's better to have a couple of ghouls get shot into the water. In any case you'd have the characters be the unwitting perpetrators of the cities sudden outbreak problems. Then you have some key arcology folks come down with it and some serious investigation ensues into the source... a good way to have just about every important faction really annoyed with the characters. I don't suppose a hide out under the most obscure rock you can find makes for an excellent campaing however. Perhaps a blackmail angle by the johnson who's worked out the cause and now figures he has a team of workers for life, lest he let the folks affected know about the original cause of their water problems. good stuff. Also helps to make the characters more aware of the incidental affects of their actions. The sort of thing they don't usually concern themselves with, ie. where the bodies land.

What what point does knowing anything about me makes you think I don't have Zombie Emergency Plans (Yes, plural) at all times?
I even have them based on where I am in the country, for the few times I travel. Hopefully I'll feel better so that I can post the ones for my characters later. My own? Get your own damned plans. Mine are staying MINE!

If your plan for surviving the Zombiepocalypse is "Run to Wal-Mart", or any other big box store, think of a new plan. That's what everyone does in a panic. All you need is one infected and suddenly the whole place is Big Box Zeds.

Never said that was my plan. Mine involves heading over to my BiL's place (our local police firearms instructor/tactics supervisor/sniper) and hold up with him.

Me and my friend joked, we'd go get a sniper rifle, and head to his home state of Wyoming. CUS NO ONE LIVES THERE! and you'd see a zombie coming a mile away. (quite literally) Any one up for shooting contest? xD
