And I'd doubt the Canadian Armed Forces would buy an Interceptor Jet for the Arctic that couldn't fly in sub-zero conditions, but it pretty much happened.

It's actually a sad and angry story which killed the Canadian Aviation Business. The Interceptor that was supposed to be locally manufactured had just passed initial testing with only one error: A blown fuse.
It was the first Delta Wing Jet Fighter Design, the engines were being designed to work in a bloody snow storm, and it could outperform MiGs of the era by a degree that was nearly impossible to believe.
Then Sputnik launched and the world changed, as well as political pressure on a lot of bounds. Needless to say, you talk to most Canadians about it, they'll curse the government in power.
