(as a way to keep it from becoming the default gun of the team),

Really?  I mean SMG range in a pistol is okay, but the fact that the damage goes down each range category, and double so in inclement conditions, keeps it from being all that good.  Honestly you can get better results out of a PoS colt america with stick-n-shock than you can with a laser.  Incapacitation is a pretty big deal.  Autofire and the ability to specialize is an even bigger deal.

Lasers are for fun, not for efficiency.

But they're safety weapons that prevent people from dying by cauterizing the wound!

...

Oh, never mind that issue with flashboiling tissue filled with mostly water that causes massive trauma.  :P

Ballistics. I imagine it's pretty easy to figure out what gun shot which bullet by 2070. How exactly do you match laser shots? So with that in mind it's good when you don't want multiple shootings traced to the same weapon.

However since not many lasers are on the street you would want to keep your own possession low-key...

This is cyberpunk.  Cops don't arrest you, collect evidence against you, and take you to trial.
They show up in riot gear and shoot you.

Lasers are all nice and whizbang, but somehow I think my GM (or myself as GM) would make people's lives sort of miserable for trying to deploy that kind of tech into the field.

"You hold them off! I gotta make sure my optics are free of dust, or this thing will go off like a frakkin' Bouncing Betty! OH GOD! It's starting to RAIN! I hate Seattle!!"

Come to think of it, I think I just realized why one of my players was so quick to volunteer to GM SR4 for us... :P

I doubt Ares would develop a weapon that malfunctions because of bad weather...

And I'd doubt the Canadian Armed Forces would buy an Interceptor Jet for the Arctic that couldn't fly in sub-zero conditions, but it pretty much happened.

It's actually a sad and angry story which killed the Canadian Aviation Business.  The Interceptor that was supposed to be locally manufactured had just passed initial testing with only one error:  A blown fuse.

It was the first Delta Wing Jet Fighter Design, the engines were being designed to work in a bloody snow storm, and it could outperform MiGs of the era by a degree that was nearly impossible to believe.

Then Sputnik launched and the world changed, as well as political pressure on a lot of bounds.  Needless to say, you talk to most Canadians about it, they'll curse the government in power.

And now for something completely different:  Our topic.

I believe that all weapons are sold with their basic equipment.
If you want an unloaded laser weapon, consider battery is empty when you purchase it ;)
Anyway, with 10 shots you won't go far, additional battery pack need restricted gear.
Can I do a structural analysis ?
(I have only one dice in English :p)

This (and +1 for you for summarising so eloquently).

Pretty hard to show up and shoot you if they don't know who you are.

As in - They show up where you are with crime in progress, and shoot you -

They don't care who you are...

Actually, as they're paid more for arrests and incarceration, they're more likely to arrest you, fabricate evidence, and take you to trial where you don't get a lawyer as you're only a "Probationary Citizen", and you're sent to prison for Life with a massive show trial for all the crimes you DIDN'T commit, never once touching on what you're actually guilty of.
