Yup it is. I'm on the fence as far as GURPs goes. I was OK with the game but I found the book organization somewhat annoying.

Yeah, it was... jumpy, and then when I came to shadowrun from GURPS it was even worse for my brain.

This being shadowrun, even if it's illegal to subject someone to a thermal scan without permission I'd bet that Lone Star, Knight Errant and the various corp security providers would still scan you, then if they found something interesting they'd get a warrant and back-date it to before doing the scan. After all, they earn money by catching potential trouble, not enforcing justice.

PRESENT DAY: No warrant needed. Prodigy is correct, probable cause is sufficient.

SHADOWRUN: No warrant needed. Thermal Imaging is ubiquitous. No expectation of privacy. No one has even suggested that it would be required in the Sixth World, ever.
