You might want to see what kind of group of PCs you get, and how compatible their goals and motivations are. For some groups, a flexible sandbox approach might work better than trying to shoehorn them into an overarching plot. For character creation, if you have Run Faster, the point build and life module methods of character creation tend to create weaker, but still well-rounded, characters. They don't match up to priority, but that's a good thing if you are trying for a low-powered campaign. You might want to add a few additional restrictions, but they are both better than the main book's attempts at low-powered rules. If you just have the main book, the Street Scum rules (pg. 354) are better than the Street Level Play rules, which restrict resource-dependent characters a lot more than awakened ones.
