You might want to see what kind of group of PCs you get, and how compatible their goals and motivations are.  For some groups, a flexible sandbox approach might work better than trying to shoehorn them into an overarching plot.  For character creation, if you have Run Faster, the point build and life module methods of character creation tend to create weaker, but still well-rounded, characters.  They don't match up to priority, but that's a good thing if you are trying for a low-powered campaign.  You might want to add a few additional restrictions, but they are both better than the main book's attempts at low-powered rules.  If you just have the main book, the Street Scum rules (pg. 354) are better than the Street Level Play rules, which restrict resource-dependent characters a lot more than awakened ones.

As Glyph mentions, the street level increases the problems between the magic users (who don't actually suffer at street level) and the tech users (who become barely playable at street level). If you stick with that, I'd recommend expecting the players to largely be awakened.

i play about a bit with the point buy and see how it works out.
It does not need to be a long plot or any thing, i just need something to help get me started, i would not know how to run a game with a sandbox approach.

Just found the book called Splintered State saying it a  introductory adventure, any one know if it any good?

Try Ghost Cartels.  It outlines everything that's going on in the world, pertinent to the story, while giving important dates for certain things.

You could easily start your players at Street Level, seeing the effects of Tempo and getting involved there and slowly working their way up to the events at the end.

It's not a straight up adventure module, so it could be perfect for your needs.

You can also try the story arc that bridges 4th Ed to 5th Ed which is Storm Front, then Splintered State, then Stolen Souls.  I believe in that order... if not, someone will surely correct me ;)
That's just like... your opinion, man.

I tried looking up Storm Front and found that some time a go they did not add in 5th edition conversion information but not if it got added in later, can you tell me if that the case still?
