I'm actually playing in the game with Excelsior that Flicker was designed for. I will admit that, as a fellow player, I was bit miffed at reading that section of the background. It seemed like a way of saying, "My character is awesome at everything, even the stuff she sucks at."
But after thinking about it for a while, it's not really a big deal. Maybe she was a really excellent shot in the distant past, but after swearing off firearms, her skills have atrophied?
Really, the real problem and the real question is how you justify the Incompetence quality from a fluff perspective. Let's say I wanted to take a character with Incompetence (Automatics) quality. Okay, fine. Why are they incompetent with automatics? Maybe they have a tendency to flinch, effectively adding to their recoil so much that they're basically "incompetent" with automatics. But that brings up whole other questions. Why just Automatics? Wouldn't they also flinch with Heavy Weapons? A semi-automatic fired rapidly? A big, burly shotgun? Before long, you end up with a mess of a character with Incompetenence in Longarms, Pistols, Heavy Weapons and Automatics and more Notoriety than you know what to do with.
