Since that armor probably offered better protection against a dragon than milspec armor, I'll go with yes, he was serious. Pulling out that armor was him showing Ghostwalker just how serious he was.

Who knows, Excalibur might be like Force 40 or something. It IS a Legendary artifact after all. Though Force 20 would be pretty fragging Legendary to me...

They certainly don't cover things that have existed since the last age of magic. If it helps you wrap your head around it, just assume that the personal weapons/armor of any great dragon or immortal elf are artifact level.
