Neil The Ork Barbarian. I had the idea of doing a run where the players must retrieve a file that has been hidden in a semsense mmo based on Neil The Ork Barbarian and the only way to get to it is to play the game. Now I know nothing of Neil except he is a Conan like figure. So are there any books or files that talk about him enough to give me an idea of the world or should I just pull up the old Conan movies and mess with my monitor settings tell he turns green?

No, there isn't any in depth info about Neil. And shadowrun orks aren't green. Well, not normally.

You can pretty much fill out the details however you want to.  Maybe it is a campy show, or maybe it is even more hilarious because it takes itself completely seriously.  Maybe it is orxploitation - a mix of a cool character that some orks (especially gangers) emulate, and some disturbing orkish stereotypes, leaving people with mixed feelings about it.  Maybe the show is old enough that it has had its run, and is more of a cult classic now.  Maybe they are doing a remake of it, and everyone is complaining that it is too toned down, or too politically correct, etc.  There are all kinds of possibilities.
