If you do mean Frank should go before Andy, then yes.

Then I came to wonder: Does a Technomancer recognize another technomancer? and how so? I guess I have to go back read and read Unwire again.

a technomancer leaves traces of his presence behind which is only possible to find by another technomancer (similar to spells)
so even if you can't directly see it's a techno, there are rules to know if a techno has been there
