Question re: Firing Line NPC stats.

When you're rolling for an NPC, do you use just the value from "Skills (Dice Pools)" or do you add the Attribute value to it as well?

Grendel has an Automatics Skill/Dice Pool of 13 and he doesn't have Aptitude.  While it makes sense for Grendel to be pretty handy with an assault rifle, he probably isn't the best in the world.

On the other hand...

The DSI Agents have a Pistols Skill/Dice Pool of 6, and have an Agility of 4 and a Smartlink, which would give 6 dice (before the default penalty) alone.  DSI Agents train with pistols, so I assume you'd roll Agility + their Skill/Dice Pool dice.  Does the dice pool value include the smartlink?

On the other hand...

The Knights of the Dragon Bio-Adept has a Professional Rating of 3 (the same as a beat cop) and a Katana Skill/Dice Pool of 12 before adept powers are taken into account.  It seems...unlikely that a Professional Rating 3 guy would read the "top 0.00001%" of his craft and then find four other guys with the same skill level.

If it say "Dice Pool", it's the total of Attribute+Skill, and that's all.  Modifiers (such as smartlink) typically are not included.
Guiding principle for game balance:  Players avoid underpowered stuff and flock to overpowered stuff.
