Which book would have the best background info on the California Free State?

For 4th edition I would say 6th World Almanac.  I am sure there was a good deal of lore in 3rd and 2nd, but that was an era I didn't know well.

There was an actual published sourcebook called California Free State, which you'd probably only find second-hand these days. This book kicked off the state of affairs as of the 2050s, with follow-up writeups in Year of the Comet, Shadows of North America, and Threats 2. Apart from a [very] brief mention in System Failure the next time CFS pops up is in Sixth World Almanac.

If I remember correctly, there's peripheral 4ed information in Corporate Enclaves, since L.A. (now PCC territory) is covered in the book.
