its actually been pretty awesome for those not involved. No gang war means few stray bullets. Peace in the streets has been good business for everyone, even the cops. With so much money on the street, WAY more of it makes its way into the hands of corrupt officials by one means or another than it used to.

As for leadership, the Dixie sisters are headed up by Jolene and Tammy Dixie, two hardcore old human ladies, chromed to bejeezus and mean as hornets.
Red 5 has no "official" leadership, but a guy who calls himself "Grand Moffuckin' Tarkin" seems to have a lot of pull with the rest of the squad. moreso than most, probably just cause he has the biggest balls.
Hermanos is run by complete democracy with no leaders of any sort.
Krubb Force is headed up by an aging ork called twine. He's smarter than he is ruthless, which is considerable. He runs the group almost like a business and so has several lower ranking officers as well as division heads and project managers.

It should be noted that the northside of town is the worst ghetto the city has to offer. No one gang can control the area, as it's just THAT rough over there, so it's more or less run on a block to block basis by a BUNCH of smaller, less organized gangs. These gangs are constantly fighting with one another, but nothing much usually changes.

Arg, now you've got me thinking about skewing Samuel a little more away from combat and towards alchemy and skills.  But we've got to be able to dish out some pain if it comes down to it.
