Can you combine the effects of an electricity based attack with the called shot Shake Up (SR5 p196)?

This would result in a -1 dice pool penalty and a -5 Initiative reduction from Electricity, and a -5 to Initiative from Shake Up.

What kind of electrical attack are you thinking? I don't think you can Called Shot spells like Lightning Bolt...

Ah, good point. I was thinking of something like a Stun Baton or Shock Gloves.

EDIT:
Stick-n-Shock ammo would also work.

The attacks still hit and do damage, so it seems fair that you can combine them.

hm but wouldnt shake up require you fire with either explosive or gyrojet rockets? in that case youd need a stick n shock gyrojet rocket.

Just be aware that firing electrical mini rockets at people groins would earn you "bad rep" quality when dealing with male metahumans, because only terrorist feminists apply electricity to peoples nads  :'(

but other than that, yeah I think its legal RAW:)

Shake Up is a core Called Shot.

Enhanced Shake Up is either Shake, Rattle, and Boom! (using EX-Explosive rounds) or Shake, Rattle, and Pop! (using Explosive rounds or Gyrojet Plus rounds).

The effects would stack, although you'd only apply the -5 initiative for Shake up, if the target resists all damage. Electricity effects don't come into play, if the damage is resisted.

I don't like the description, though, as I can't imagine how an intentional shot past the ear is supposed to do damage to the target ...

If you've never had a bullet whiz past your ear close enough that you can feel the shockwave, consider yourself fortunate.

Heck not even the shock-wave. If bullets are that close to your head and fired that accurately it makes you reconsider your life choice and that hesitation can also cause the penalty

I think Lucean is troubled by the description of the shot stating it's supposed to be a near miss (shot past the ear, shooting the ground to kick up dirt), but then further goes on to describe that the shot actually hits the target and does regular damage. I don't think anyone is questioning whether a shot of that nature should reduce initiative.

At least, that's what I gathered from it.

Thanks, JackVII.
Maybe it was just too good a chance to brag about warfare experience to actually read what I wrote.
But to answer the implicate question: Yes, I consider myself fortunate that I don't live in a country where children are taken to practice at shooting ranges or guns are handed out for making bank accounts.
