I've not a lot of experience with rigging so this is new territory for me and it's a lot to take in. The game will be in neo-tokyo so I wanted to focus on non-lethal weapons and keeping a lower profile. I went with a swarm of dragonflies because I thought they would be subtle, multifaceted, and effective in a group. I also really like the style as it has sort of a 'shinto' reflection of life kinda vibe. Anyways, I would really appreciate some recomendationson the character. I feel as if I'm a bit off the reservation here.

There are a lot of tricks you'd benefit from on your vehicles, not least a set of morphing plates and spoof chips. Without these it's trivial to track your vehicle and for the police to hunt you down.
Chameleon coating is another rigger favourite, especially on the van as you can make it look like a delivery vehicle to get on site or into nice areas unnoticed.

I think you've probably got too many drones tbh, I'd probably drop a couple and improve the sensor suites on the remaining drones. Vision mag, low light is a good combi for recon drones.

You've also spent a lot of money on boosting LOG stat, but riggers barely use it apart from repairs and your skill pool is very low for repairing.
I'd scale back the investment and get better personal defence by boosting pistols (tasers+2) or some non-lethal melee like stun batons.

Think I'd rather have pilot skill at 6 and dodge at 4 (ranged +2). Same dice pool for dodging bullets but better for piloting, which is what you do as a rigger!

I'd be tempted to drop repair skills entirely and use free contact points on a good mechanic. Put those BP into data search skill. More useful for legwork and helps make most of that expensive comm +software

So how are you adding a weapon mount to a Dragonfly drone they only have a body of 1. You can only have a number of weapon mounts equal to a drones body / 3 (rounded down). In this case that's 0 weapon mounts. If you've found something cool I don't know about I'd really like to do something similar but I thought I couldn't because of the weapon mount rule.
