Having a look at today's appearance of dogs in real life I guess they are at least one of the most common pets if not the most common one. Not only a simple natural security system but with cats, rats and areal rats (aka pidgeons) the most common animal to meet in everyday life even in SR. Maybe not in city centers, but about everywhere else.
From my experience Allergies and Phobias for such things automatically get more in the GM's focus when players have them on their list of Qualities. Might bringt some more fun to the game, but might also get pretty taxing to play ... Especially with canine-shifters around ...

Nevertheless, for a test campaign such a character will be surely fun to play and may highlight the drawbacks from such Negative Qualities for new players.
