@La Sombre, the goon does not get a Dodge Test, so he is caught Unaware. He shrugs off the 3P easily -- no surprise -- but the Narcojet drops him immediately.
@Poindexter, your recap is correct. I won't require an additional service to extend Salsha's protection to the entire team. The bit about The Phoenix was more about keeping you guys in the loop with what the Spirit would be able to tell you than me taxing the team for services, etc. Be sure to respond to Salsha with what you want her to do in the IC -- Free Action and it's on me.
@All, given the crowd density, burst and automatic fire has the potential for striking noncombatants. I'll be subtracting Net Hits from the rounds fired, and any anything left over could hit somebody else. For example, if you let off a six round burst and have thee net hits, the three additional rounds could strike another, unintended, target.
