Couldn't find any actual rules for this in Chrome Flesh.  Did I miss something somewhere, or did mechanics not make it into the book?

There aren't any rules in the book, just a light description of it. It might be made into a PDF later on

Might be a concious decision due to CFD, might  be because they didn't have time/people.
With a bit of cynism you could assume they want to sell those rules extra, like they might have done with TM stuff missing in Data Trails.
Still waiting on a Vector-Thrust Liminal Body.

A TM Splatbook will be fine if they do a decent job (having a non f*cked ToC would be a great start) but not including Cybermacy was jacked! Especially after the Fluff about some not quite but a little Cybermacy story. Like it might be able for a player character to get some negative essence without dying or going through the whole ritual. That was an unscrupulous c*cktease!!!!!

After skimming Chrome Flesh, I realized Cybermancy is not as needed an option as before in earlier editions.  With Delta-grade ware, Adapsin, and Biocompatability (cyberware), you can get up to 19.3 Essence worth of cyberware before hitting 0.

With the loss from Adapsin, it'd put you at .01 Essence exactly (and no bioware), but that is A LOT of cyberware before being zombified. :)

Yup, all you need if more money than some countries to actually afford all of it.

Really all you need is the 2 million from Lowyfer at the end of Lockdown, that'll get you well on your way to finished. Taking the 5 million from NeoNET would definitely cover your expenses. Delta Grade is immensely cheaper even though 'ware got more expensive to buy Standard.

I frankly doubt we will see the return of Cybermancy. 5th is the edition of tech to date, messing around with that doesn't seem likely.
Cybermancy, doesn't really add anything interesting, and it's just a nightmare for the setting.

CFD is clearly the big bad, between it and some nightmare technos there plenty of boggiemen wandering around the meta plot.

Really right now we should be grateful that, techno npcs really aren't going to be that effect, least without a whole lot twisting on the part of the writer.

Right now we're already seeing that with technomancers in the fiction being far more effective than they are in play. I don't see it being too much of a stretch to see effective technomancer NPCs.

Sure, but I remember (possibly correctly) you got the negative essence as a bonus to all natural stat maximums, which also raised augmented maximums. A -6 essence cyberzombie could really be a combat beast.  Way too many negative qualities to be a PC, but still a delightfully deranged and powerful NPC.

It also gave the cyberzombie a mana-ebb/blight-zone that follows them everywhere.  Cyberzombies ain't going anywhere, if only due to the sheer quantity of pain they can bring down on the Awakened.  On top of that, a cyberzombie is almost a perfect example of what happens when you mess with the boundaries of life and death; thematically they're pretty much irreplaceable, in my opinion.  I mean, it's a person who should be dead, but their soul is bound into their semi-functional corpse that has to be kept alive with drugs and a little box in your brain that zaps good memories into your skull so you don't immediately lose your sanity. 

Given it was mentioned in Chrome Flesh, I figure they'll have stats somewhere.  That there weren't stats in said book is actually a bit aggravating to me. 
Would you want to go into a place where the resident had a drum-fed shotgun and can see in the dark?

And from SOME of the player horror stories, this may not be a bad thing....
