Grail is an impressive being, all men are equal because they have the same essence. In his eyes we all have the same nutritional value.
Ghouls, Vampires are here to stay and they drain people around city hiding their tracks until they are found and killed. It is a never ending cat and mouse game, but they have been draining people for decades now. Grail is different, everybody serve evil - he simply claim to be the lesser of all evils. He say that we should be careful to choose the evil we serve but we have no choice but to serve some evil.
Cooperations pollute the earth, destroy the world economy to keep it all in their pockets. Build palaces while people are living in squats. They make humanity sad and abused. Vampires drink blood - but they are very powerful. Allying the city with the most powerful vampire in the city will
allow him to kill all other of his kind.
Taxes can be lowered because the city will only need to sustain itself, not to padd the pockets of officers, expensive security and stuff like that. The taxes Grail suggest are somthing everybody has, and nobody can have more than the rest, true equallity by the state. Essence tax. Enough to sustain a small and efficient group of powerful undead. We are already paying this tax - not by choice but by force there are far too many undead in the city draining the less fortunate. Grail promisses to end all that - to keep everyone healthy. Not out of the kindness of his heart, out of his survival instinct he need people to be healthy to sustain himself. He need to wipe out the other vampires because they compete with him on the resources.
As for the common people? SIN for all no more fakes! a legal SIN in exchnage of joining the lottary. Potentially losing a small bit of your essence - not anything that will have terrible side effects. Augmentation drain the same essence and people do them. Think about the new opertunities it will open people. This goal is by far the most noble I have ever served - I am putting my entire weight so that the Yaks support Grail"

@Maxwell The maze is to your favor as it eliminate noise so there is no way Venom is going to hear you before he can actually see you. It is not long before you discover him snuggled with Minnie on the floor and stroking her hair, he seems distracted.
