...one of the things I notices is that for the Phobia quality there are very few examples.

For a character I'm running in the Chicago Missions I took Claustrophobia as Uncommon with a Mild effect.  At the table I was told that it would actually be a Common Phobia which would then break the 25 karma limit. The character already has 20 points in negative qualities, all that relate to her and her background:

  • Distinctive Style - Used in place of Neoteny (which is disallowed in Missions play because it's SURGE related)  Basically she's young looking for her age and expresses herself like a young girl. (5K)
  • Signature - She leaves a specific playing card anytime she blows something up. (10K)
  • Blighted 6 Months - She lived a good part of her life in a war zone where chemical, biological, and tactical nuclear weapons were used. (5K)

The basis of the character is she's a child soldier who was a member of the resistance and had an uncanny knack for using explosives (took after her late father who was one of Europe's foremost pyrotechnicians before the war).  She is also a virtuoso musician (actually allocated points to Performance) and was a child prodigy before the war however is unable to perform in front of an audience. due to the trauma of losing her family and many friends (her country was invaded only a couple days after a very successful solo recital she performed at the age of 10). She actually witnessed the deaths of her father mother and brother.

The character herself was also badly wounded in the attack and was taken to a secure and well concealed  underground shelter (that used to be a command bunker during the Euro Wars) where she was taken care of and nursed back to health.

Basically I need something that would relate to what she went through from the time of the attack to when she was extracted seven years later and ended up in the UCAS. She is fiercely loyal to her country and to the cause of the resistance even though she is now 1,000s of kilometers away.

I'm just drawing a blank right now.

I cannot use Flashbacks (which granted, would be the most obvious) as it is disallowed in Missions as well.

...quite a comprehensive list.  I actually first Googled "Phobias" and came up with similar results but it didn't help me to determine what would be common or uncommon (save for some really silly offbeat ones which most likely wouldn't come into play)

Also after reading your character I thought of this quality in Assassin SR5 book, thought it might fit.

MY COUNTRY, RIGHT OR
WRONG (COST: 4 KARMA)
Patriotism is the core of this assassin’s being. He serves his
country by doing his deadly job, and he knows his work
is justified because it helps the nation that he calls home.
Enemies both foreign and domestic must be dealt with so
the nation’s citizens can live in peace and security.
Advantages: Make a Willpower check at the beginning
of the character’s Action Phase if he has taken a wound,
either Stun or Physical damage, since his last Action Phase,
with the threshold being equal to the number of wounds
taken in that time. Success on the roll means that the assassin
ignores all wound penalties. The assassin should
continue making rolls before each Action Phase, with
the threshold for the test growing with each wound; for
example, if a character makes a roll after sustaining two
wounds, then sustains two more wounds before his next
Action Phase, the threshold would be 4 for the next roll.
If one of these rolls fails, all wound penalties immediately
come into play and this advantage cannot be used until
the next combat.
Disadvantage: The idea of betraying his country in
even the smallest way, even for a greater good somewhere
down the line, is unthinkable to the assassin. He
must make a Charisma + Willpower check to act in a way
detrimental to his country, with the threshold based on
the severity of the offense: breaking into a military base
to steal weapons would call for a threshold of 1, while selling
classified materials to the enemy would call for a much
higher threshold. If the character fails the roll, they refuse
to perform the action and actively seek to stop anyone
they see attempting it.

Other options for a 5K negative would be allergy and SINner.
...I'd have to pass that by the Mission GM's  The only trouble is both toxic chemicals and radiation are actually rather common in the CZ.where most of the runs take place.

Thought about an allergy but already have a couple characters with that quality.  SINner (national) would be a stretch as theoretically the occupation governent believes she perished along with the rest of her family. The one way I could see it possibly working is, if instead of taxes, the 15% of her earnings is sent to either a group of sympathisers who funnel it through underground channels to aid the resistance or to an organisation which deals in humanitarian aid. to her downtrodden nation and its refugees abroad.  I'll have to bounce this one off the group.

...ah, but My Country right or Wrong is a Posiitve Quality and while it does seem to fit to a point, she's already at her maximum there.

Agile Defender (3K)
Black Market Pipeline - Explosives (10K)
Jack of All Trades (2K)
Juryrigger (10K)

All these fit well with her background as a freedom fighter and saboteur.

Might Fit...

15pt Negative Quality

CODE OF HONOR:
NATIONALIST (COUNTRY)
This is a new form of Code of Honor (p. 79-80, SR5). The My
Country, Right or Wrong positive quality (p. 17, The Assassin’s
Primer) may be a more appropriate choice in some extreme cases.
Nationalist (Country): The character has an unwavering
belief in the rightness of his country’s policies, and seeks to
advance its agenda even if it would hinder his current goals.
The character loses 1 Karma per agent of the government
they kill, including contractors, or knowingly allow to be killed,
even in self-defense. Note that nationalism does not include
penalties for simply breaking the law, which can be justified
through mental contortions great and small.

Oh! oh@ oh!!!.. Loss of Confidence (Performance) Skill !! 10pt Negative, but GM would probably let you take as 5pt..

And I would probably get rid of Blighted... not sure GM would allow you to take anyways..

OR

Probably even better, get rid of Distinctive Style. Young Girl doesn't really fit Quality description in my opinion.

...Code of Honour is disallowed in Missions play.  It also would put her 10 Karma beyond her Negative Qualities limit.

As she is a virtuoso musician I have difficulty with seeing how Dead Emotion would fit since music runs the gamut of emotions.  Also not sure if this can be interpreted as a purely psychological instead of substance induced quality. I'll have to discuss this with the group.

Reduced Sense: Hearing. Considering what she's been though and the fact she uses explosives it would work, however again, just not sure how it would fit it with the fact she's a musician as mentioned above.

Emotional attachment is an interesting one and I thought about it. The two most treasured items she has are not really "runner gear". One is a plush toy lamb she had since she was a little girl, and the other, a locket necklace with images of her family (which is irreplaceable).
