1.  Say, I wanted to add a mod to my armor, like a white noise generator or a jammer. Is there a way to go about that? I think it would be good for my char, in the case of being followed by K-E or an opposing Runner.
2.  How do I add more armor, but I don't have the Nuyen to get more ware? I added Synth leather to pants but Chummer5 didn't add it to my rating. Can I still add it? Or does that not work.
Help would be appreciated.

1. Run & Gun page 87 lists common items and modifications that can be added to armor.
For example, both the white noise generator and the jammer is listed as taking up 2 capacity in any armor they're added to. Of course, you could also just carry them around with you.

2. Armor in SR5 doesn't stack unless specifically listed with a + in front of the AV, and even then there may be other requirements.
For example, a helmet can add +2 AV and can be worn with anything, but wearing a set of armored clothes and an armored jacket will only provide the highest AV bonus. The exception to the latter is where Custom Fit (Stacking) is mentioned; for example, a Mortimer of London Berwick suit (Base AV 9) can be worn with an Argentum Coat (Base AV 12, + AV 4) for a total of AV 13. For more information, check SR5 page 169 and R&G page 59.

I don't think you need to mod your armor to carry a jammer. Put it in a pouch or a small bag and just carry it around. It's reasonable.

Everything is wireless so as long as the Jammer is wireless on, you can keep it in your pocket and turn it off/on with a free action if you have DNI from Trodes or a Data Jack.  Or if it's plugged into a Datajack I suppose if you have wireless off.

Otherwise turning on a Jammer is a simple action regardless of where it's installed. 

See p. 163 Free actions - Change a Linked Device mode, and p. 164 Simple Actions - Change a Device Mode.  Up to the GM if gear access would speed that up or not, RAW it doesn't.  But I could see it either way.

In all seriousness though; why shouldn't you be able to  wirelessly turn on wireless functionality? I know that sounds demented, but hear me out.

We've had Wake-On-LAN for how many years now, and why couldn't a similar feature exist in Shadowrun. There is no distinct "Enable Wireless" action, only "change interface mode".

Granted, this is 100% house rule territory in my opinion, but I honestly don't think it's such a weird concept now that I've thought about it.

For much the same reason there aren't Datajack hubs and the like, the devs want Combat Hacking to be a thing.  If you make it too easy to turn on/off Wireless you start devaluing hacking devices in combat.  And Combat Hacking is already pretty borderline.
