If so, the area surrounding the CZ already has an ambient BGC of 2 with certain spots higher (like the  Shattergraves or former bug hives).

Always go by the newest book. In this case SG.

While a single murder does increase the background count, it quickly returns to normal (a few hours.)

It takes a massive amount of suffering and death to make a permanent background count..... So, blowing up a hospital, or a full school would make a lasting back ground count. Blowing up Stu, would make a temporary spike.

Other ways to increase a background count: Strong emotions.

If you are going through the effort of vaporizing some schmuck  just to raise the BG, you might as well do it through sustained, prolonged torture... you sick bastard :P

Yeah, Run & Gun disagrees, which is freaking...  Who thinks it is a good idea to cause permanent background counts with explosions with any fatalities?  One guy dies in his lab from a big kaboom, permanent background count? 

*sigh*

I really hope things turn up. 
Would you want to go into a place where the resident had a drum-fed shotgun and can see in the dark?

Explosions and murder CAN cause background counts to rise. How much and for how long depends on what went down. Random drive-by? Not going to stick around too long. A 48-hour torture-fest with healing magic to keep the fun going as long as possible, all wrapped up into a blood ritual? You better believe that'll be sticking around for a while. Same idea with explosives. Blow a wall? Fine, there might be some turbulence for a bit. Blow a chemical plant and cause a fireball and toxic fumes that lay waste to an entire neighborhood? You've got problems. Nukes? Well, the Cermak site still has a background count.
Greataxe - Apply directly to source of problem, repeat as needed.

Night of Rage began in Seattle (Tacoma, if memory serves), and quickly spread to most major cities. It was a turning point in SR lore where blatant racism was finally confronted on a massive scale, and many innocents died as a result.

Eventually more pro-metahuman laws were passed, but the damage was already done. Thus the 6th world still has fairly popular groups like the Humanis policlub (well popular, relatively speaking), and racism is still very much a problem, which helps cement that dystopian setting.

Sirrurg also took down the airliner since it had a down-cycle dragon hunter (or relation) on board.  So one can wonder if he planned for both, or just took credit to make himself look better due to the situation.

That's not quite how I recall it. If memory serves, the 14th amendment of the UCAS Constitution, and similar legislation elsewhere, had already been passed prior to the events of the Night of Rage, and the catalyst of said event was the firebombing of Seattle warehouses holding a mass of detained metahumans (allegedly for their own protection) by the terrorist (and racial supremacist) organization Hand of Five.

Race riots spread across the world as the Seattle Metroplex authorities stood idly by, and Lone Star was almost thrown out of the city for their inaction. When Lone Star finally did react, the Hand of Five was decimated as an organization, and anti-metahuman sentiments became far less accepted than it had been in the past.

I wouldn't say that "the damage was already done", personally. To my mind, the Night of Rage brought metahuman rights to the foreground on a global stage; while thousands of metahumans were killed across the world, the public outcry as a result of these heinous acts directly led to several organizations that had previously been quite open about their anti-metahuman agenda having to change in relatively short order because of the PR backlash their hate crimes prompted. Even the Humanis Policlub is a lightweight when compared to the likes of Alamos 20k and Hand of Five; it's no secret that they are all human supremacy organizations, but Humanis is far from as radical or as open about their hatred as other organizations had been leading up to the Night of Rage.

And incidentally, as it relates to the original topic, the Sears Tower bombing in Chicago definitely left a lasting background count.

I would argue Humanis is just smarter about their bigotry. They work to get laws changed so that meta-humans are declassified as people..... once that happens, it's much easier for the pitch forks and bonfires. But while the law protects metahumans, such acts of violence just don't help the Humanis cause, so they distance themselves from the extreme violence.
