Hey All,

Got into a quick debate with one of my PC's the other day.

I had homeless creeping the back ways of Bellevue. In all of his wisdom, he decided that there are no homeless in Bellevue. NONE. After I stopped laughing I started to do some research.

19% of Bellevue citizens are below poverty. My wife and I worked out of that 19%, maybe 3% are utterly homeless, IE: living off the streets,

Beyond the GM argument (GM's world!) has anyone else come across this? Anyone else worked on these stats?

An issue with your stats is that "Below Poverty Line" in the core book should really read as:

"Of those who have SINS, 19% is below the poverty line"

The actual number of homeless is very hard to gauge, as SINLESS, the group that would most likely be homeless, are not counted at all. The best you can do is look at security rating for the various zones, and hand wave from there.

For example, a AAA rated security zone such as the downtown financial district has almost NO homeless. Why? because the Corps and the Cops don't want them there, so a lot of effort is spent driving them away from the area. (drone patrols scanning SINs, foot patrols, etc)

Get out to the run down suburbs where the security rating is a 'C', and you start seeing little tent cities in alleyways and abandoned buildings have squatters.... Just cause the cops don't spend as much time harassing them, (they have actual calls to respond to. After coffee.)

Thanks for getting back to me Reaver.

It is the 'almost' that I am working on. History is full of well monitored places with undesirables existing and in some cases flourishing.

I am certainly not saying that you can see a bunch of homeless strutting along the main thoroughfares of Bellevue. The moment a wayward homeless stretched a big toe into the view of public opinion, he/she would be scooped up almost instantly and 'deposed of' - let your imagination fill that void.

There will be no army of homeless. But I suspect there may be some pretty damn smart homeless in some of those areas. Some of these 'homeless' may even signal some corruption within Knight Errant (individuals or groups).

Maybe I am just disappointed that my PC has already decided on things and does not see an opportunity for an industrious Corp Agent. Their loss.

Remember that Bellevue is a big district in the future, far larger than the modern-day city. It stretches north and shares a long border Redmond. It's perfectly plausible, even likely, that there are homeless around the perimeters of Bellevue.

AA is upper-middle class.
A is middle class.
B is lower-middle class.
C is poor.
D is very poor.
E is slum.

In addition to the existing C neighborhoods, Bellevue has a couple different spots where it is bordering on an E neighborhood from Redmond. It's not hard to think that someone might be desperate enough to test Bellevue's security forces by slipping across the road and seeing what the dumpsters on the other side are like.

B is lower-middle class. And/or commercial/light industrial relative to rating A
C is poor.
D is very poor. And/or commercial/light industrial relative to rating C
E is slum.

You left out Z and W, although those possibly aren't in widespread usage - I think it was Lone Star who first rated districts.

You don't see 'W' too often as most of these maps are of cities, and generally don't have natural wild spots in them (no, the lawless Z zones don't count).

These are the areas that are totally devoid of settlementation..... usually cause there is nothing there to support a city, is too remote, what have you...

Basically, its the undeveloped areas between megaplexes.

Look at a map of B.C Canada. Any where there isn't a town, its woodlands, mountains, remote streams and valleys. Less then 30% of B.C is developed, just due to the terrian up here.....

To put in as much cellphone coverage as we have, it has required crews like mine heli-jumping onto remote peaks to set the towers. There are 6 towns *that I know if* that are completely 'off the grid'. No electricity, no running water (or plumbing!).


These are the areas that get a 'W'..... And in case you were wondering, if you are in these areas in SR, and you have an emergency, both KE and Do Wagon list this as a "Not Our Problem" call. Meaning, no help.
