Free of charge, but keep in mind that this require tissue sample to be stored by your home sector authorities and you need to be broadcasting that in your PAN along with your SIN information at least during border checks and usually all the time.

as for your main interest - blade, it requires license in Pueblo, Sioux  and UCAS. in CAS you can carry it without license. As a general rule, CAS has a long history of self defence and possessing weapons (of course strictly for hunting purposes ). The most restricted law is in UCAS.

And as long as Lips does not has Masking, he better also has a Mage-License for his FakeSIN. Hard to hidde that you are a mage, if there is another mage at the border checkpoint.

As for the sword, Lips now has a Fake Lisence for the membership of the Fencing Club, which should allow him to have a Rapier or Epee.

In Sixth World, everythign is possible - you might have Awaken after you got your SIN, and avoided being registered as a mage for the obvious reasons of being tissue sampled. Also keep in mind that being able to cast combat spell is an equivalent of wielding (or using in Sioux) deadly weapon in case of any crime. Also except of Sioux, where most of the guards are shamans, on other sectors, mages at the border checks aren't that common.

I don't plan to use lightning on everybody Lips sees on the street. 

Could you take a look at the current state of Lips, an give me your opinion?

I don't like that AI in residence in a network bottleneck appartment, other than that seems ok
