General Description: Altarraum is a small Awakened nation in southern Bavaria, and is ruled by Queen Margaret. It reaches from the Troll Kingdom to Farchant, and from the Austrian border to Starnberg. The capital of Altarraum is Schwangau, which has nearly quadrupled in size since the nation’s founding in 2090, following the signing of the Dragonkin Treaty. It is a mountainous nation with an unusually high number of Awakened people and creatures. Most of Altarraum’s citizens are immigrants, and are primarily mages, adepts, and aspected magicians. The kingdom is 43% Elf, 15% Human, 12% Dwarf, 11% Ork, 10% Troll, and 9% Changeling and other metavariant. Altarraum is famous for its dedication to rehabilitating the environment, and is one of the cleanest and healthiest nations on Earth.

Economy: Altarraum’s main exports are magical reagents, medical supplies, and spell formulae created by the University of Medical and Medical Research (UMMR). The university’s most famous creations are the cure for FAB III infections, and the Purge spell. Which is capable of forcing any kind of spirit out of a possessed host without harming the host (Save for Shedim, which can only possess an already dead body). The university is reportedly working on a cure for HMHVV and a bacteria capable of eating radiation and rendering it inert and harmless. They are also possibly working on a way to “cure” toxic mages, though this is unconfirmed. There are rumors that researchers at the university are flat ignoring any code of ethics to achieve their goals more quickly. The tax rate is unusually high, but the taxes raised are put straight back into the economy via social programs and civil engineering projects to better the lives of the kingdom’s citizens.

Government: Altarraum is a constitutional monarchy. Ruled solely by Queen Margaret, the citizens of the kingdom still enjoy rights and freedoms not often seen elsewhere. The Altarraumian constitution grants legal citizens the right to more or less live their lives as they choose, so long as it doesn’t cause harm to others. However, blood magic that uses any life force other than the caster’s, toxic magic, and corrupted magic is strictly forbidden. Any found guilty of using these kinds of magic by a jury of their peers face the death penalty. Corporations in Altarraum also lack the extraterritoriality they enjoy in other places, and are bound by Altarraum’s laws. 

The people have the right to elect other citizens to the High Council, which the Queen uses to keep tabs on the needs and wants of her citizens. The High Council also becomes the ruling body of Altarraum in the event of the Queen’s death until the new monarch is crowned. If there is no hereditary heir, the High Council convenes a Moot to elect a new monarch. Lobbying is banned, as Queen Margaret saw it as nothing more than blatant bribery that opens the door to political corruption. The Rite of Cleansing occurs every five years, where the people cast their votes to decide who is the most destructive or corrupt council member. The “winner” is exiled from the kingdom until the next vote, and can never run for a seat on the High Council again. Elections to replace the ousted council member take place shortly afterwards. The most notable member of the High Council is the great dragon Hestaby, who is one of the most popular council members and a dear friend of the Queen.

Social: Altarraum is a surprisingly liberal country when it comes to social and personal freedoms. The process of becoming a legal citizen is simple and streamlined, taking only a few weeks to vet those seeking legal status. All new citizens are given a SIN that is used as proof of citizenship, and grants them all of the rights granted to citizens. Prostitution is legal, but “Escorts” must register with the government and undergo medical exams every six months to test for disease, infection, and if female, pregnancy. Escorts are also protected by the same labor laws as employees of any other business, and have legal avenues through which they may seek restitution for abuse, injury, harassment, or violations of the labor laws. Drugs like Novacoke and Crank are illegal, and dealers face a heavy prison sentence if caught. Addicts are treated free of charge in government run rehabilitation facilities, and the rate of re-admittance is only 5%. BTLs and Hot-Sim chips are treated the same way.

The court system is funded entirely by the government, which means even the poorest citizen can have their day in court without fear of falling into serious debt, or not being able to pursue legal action due to lack of funds. All citizens and visitors must have their commlink broadcasting at all times, and citizens may download a program that allows them to quickly and subtly call for help. When activated, the program will send an emergency alert to the nearest Zentralewache. The program may also be used to call for fire control and/or an ambulance in situations where Zentralewache intervention is not wanted or required.

Altarraum possesses a single-payer medical system. Queen Margaret remembers seeing SIN-less people suffer and die due to being unable to seek out proper medical care or afford a DocWagon contract when she was a child. For this reason, anyone who requires medical care cannot be turned away for any reason, SIN or no SIN, and doctors are legally obligated to provide the best care possible regardless of the patient’s social status, race, or citizenship. The Healing Light program is funded specifically to cover medical expenses for people who travel to Altarraum seeking medical care that they can’t find elsewhere. It also helps cover travel expenses for those who contact the organization seeking help, but can’t afford to travel.

The Rite of Retribution allows citizens to settle heated disputes in a legal, non-lethal, but often bloody manner. No weapons are allowed, and the fight goes on until an opponent yields or is incapacitated. The rite is declared in a similar fashion to the elven Chal’han. Although rare, deaths have occurred as a result of the rite. However, once the rite is finished, the dispute is considered settled. If the losing opponent is unsatisfied with the result, he may call for another rite after both parties have fully healed.

The Rite of Repentance allows a citizen who has wronged another to prove his or her remorse by publicly humbling themselves through whatever means they see fit. Everything from running naked through the streets covered in mud and feathers to self-flagellation have occurred during this rite. It is common for the loser of a Rite of Retribution to immediately declare this rite after any injuries they sustained have healed. A convicted criminal who undergoes this rite may then petition the court to have their record expunged and their crimes forgiven. There are certain crimes that are not eligible for the rite, such as murder, rape, unlicensed sale of controlled substances (drug, BTL, and Hot Sim dealing), and other "heinous" crimes. Anyone with these charges or similar charges on their record is ineligible to apply for citizenship, and is not allowed to enter Altarraum at all. What crimes are considered heinous are decided by the court on a case-by-case basis, and is determined at the time of conviction.

The Rite of Matrimony is simply a marriage ceremony. It may be done in any style the couple likes. A citizen may marry anyone they choose, given that they are not blood related, both parties are of legal age, and both agree to the marriage freely. A declaration of marriage must be filed with the courts within 10 days of the ceremony for tax purposes.

Military: All citizens must serve in the Altarraum military for one year. During a state of emergency, currently enlisted soldiers must serve for five years, or until the state of emergency is lifted. Single parents with dependents and the disabled may petition for an exemption. Given that the majority of its citizens have Awakened abilities of some form or another, Altarraum’s military is a truly frightening force, despite its comparatively small size. The military is separate from the national security force known as the Drachenritter.

The Drachenritter are split into three divisions.

The Grenzwache, who carry high powered rifles, pistols, and patrol Altarraum’s border. They are recognized by their dark green mil-spec light armor, and the specially bred and trained guard dogs that accompany them. Each Grenzwache trains their own dog after they themselves have completed their training. The Grenzwache dogs have been compared to the medieval Alaunt breed by scholars, and were created through selective breeding of several fighting, herding, and hunting breeds. They patrol atop light and fast horses that are equipped with green, light armored barding, and allows the Grenzwache to patrol even the most treacherous terrain along the border.

The Zentralewache, who carry monofilament broadswords and SMGs, and act as the primary policing force for all towns, cities, and settlements in the kingdom. They wear black mil-spec medium armor, and they patrol atop armored Harley Davidson Electroglides.

The Thronwache, a mind-numbingly terrifying force of six Fomori that guard the royal family. They carry monofilament halberds and heavy pistols, and have never been defeated. They wear crimson red mil-spec heavy armor, molded to look like medieval knight armor. The Thronwache are also implanted with internal gammaware commlinks, allowing them to communicate with each other subvocally, and gammaware wired reflexes that make them pants-drekkingly fast. Their ceremonial armor is also crimson, but with gold embellishments. In rare ceremonial appearances, they also ride atop jet black Rhine horses, which are also armored.

A member of the Tir Tairngire council once sent a team of Tir Ghosts to assassinate the royal family. The Ghosts were caught by the Thronwache, and after a bloody struggle, ceased to exist. This has given rise to rumors that the Thronwache have a secret weapon in their arsenal. The Queen has denied the existence of any such weapon. The resulting fallout caused the allegiance between Tir Tairngire and Altarraum to weaken almost to the point of breaking, and the council member responsible was forced to relinquish his seat to prevent an all-out war. It was the last time anyone underestimated the Drachenritter, or the kingdom of Altarraum as a whole.


Feel free to add any opinions or insight. If there's a part of how the nation works that isn't included here, it's because I haven't figured that bit out yet, or haven't noticed that I forgot it.

Ok, so here's the timeline for how Altarraum came to be.

March 22nd, 2090 – Maisie is given Neuschwanstein Castle, Linderhof Palace, and the King’s House on the Schachen, as well as an incredibly large sum of Nuyen by Lofwyr as part of his punishment for breaking Draconic Law.

March 30th, 2090 – Maisie relocates to Neuschwanstein Castle and begins repairing and updating her properties.

April 10th, 2090 – After hearing the story of the new Dragonkin, many awakened people seeking work, protection, or a new start begin relocating to the towns and cities near Maisie’s properties. Harlequin relocates to the area to oversee their wellbeing at Hestaby’s request.

June 14th, 2090 – Renovations at Neuschwanstein are completed, and it becomes Maisie’s primary residence. 

June 30th, 2090 – The German government becomes uneasy over the large number of mages and adepts gathering in such a small area, and decide to act.

July 3rd, 2090 – The German military begins dispersing the mages in Hohenschwangau using deadly force. Many mages are killed, and both Maisie and Harlequin are wounded. Lofwyr intervenes and brings an end to the hostilities within minutes. Thousands of German soldiers are left dead. The great dragon patrols the area for another three days, causing a stalemate until the German government orders a full retreat.

July 7th, 2090 – Maisie stands before the German parliament and declares her properties to be an independent state. Lofwyr supports her, and quickly silences critics.

July 9th, 2090 – Maisie has all of the guns left behind by the slain German soldiers reclaimed. Any that are too badly damaged to be repaired are melted down. Maisie’s throne is then cast from the melted guns. Maisie publicly declares that her land is now the Grand Duchy of Altarraum.

July 13th, 2090 – The new Altarraum flag flies over Neuschwanstein, Linderhof, and the King’s House for the first time.

August 18th, 2090 – Shadowrunners hired by the German government assassinate the Altarraum ambassador in Munich. Furious, Maisie declares the assassination to be an act of war. Lofwyr, also furious at the blatant act of aggression towards his offspring, grants Maisie the use of his military. Maisie appoints Harlequin as her general and right hand man. He is more than happy for the chance to get even, and accepts the role. Maisie hires several teams of runners to wreak havoc in Hannover and Berlin to keep the government preoccupied and distracted. The Dragonkin Expansion begins.

August 19th, 2090 – The Altarraum flag flies over Schwangau and Füssen. 

August 21st, 2090 – Harlequin and his army march into Oberammergau to cheering and confetti. They take control of the town quickly, with little resistance. Ettal and Oberau are seized later in the evening.

August 22nd, 2090 – The Altarraum flag flies over Farchant. Maisie turns her focus north to avoid encroaching on Nebelherr's lair further to the east.

August 24th, 2090 – The German government suffers a bloody and humiliating defeat in Penzberg. The town is almost completely destroyed in the battle. Maisie orders a detachment to stay in the town and assist with recovery efforts. She also offers temporary housing for the residents of Penzberg until their homes can be rebuilt. Swayed by her merciful actions, many smaller communities surrender without a fight over the next several days.

August 30th, 2090 – With Maisie’s army rapidly approaching Munich, the crippled German government surrenders. Maisie, Harlequin, and Lofwyr meet with German officials in Munich to discuss the terms of Germany’s surrender.

September 1st, 2090 – The Dragonkin Treaty is signed. Maisie agrees to cease her expansion in exchange for all land she has already seized. The Dragonkin Expansion ends, and the Grand Duchy of Altarraum becomes the Kingdom of Altarraum. This day is celebrated annually as Altarraum Independence Day.

September 5th, 2090 – Maisie is crowned Queen Margaret of Altarraum.

First, the most notable thing; how is this nation surviving with a ban on all extraterritoriality?  The Megacorporations would take a belt-sander to this nation for presuming to deny them their 'rights.'  Lofwyr owns the largest megacorporation of them all. 

It also seems to sound far too good to be true for a dystopic setting, and you're not portraying the shiny, happy bits as an illusion over the reality. 

Finally, I'm sort of getting a Mary-Sue vibe, in all honesty; they all have gamma-ware (despite the extreme rarity of such products) for all of their military which everyone has to serve in, an extremely high Awakened population (keep in mind Aztlan is considered to have a high magical population at 2% being some kind of sensitive or more; other conversations break down the percentage of functional Awakened from the total number).  Their squad of security dudes just wiped out a squad of Tir Ghosts without a problem apparently, which is pretty absurd in my mind.  They have ultimate heathcare and make sure everyone is cared for, accept everyone, are working on fixing some of the biggest ills of the setting, etc.  It all piles up into a bit...  Too much to swallow.  The 'if you publicly shame yourself your criminal record is expunged' bit is icing on the silly cake. 

P.S.  Why is Lofwyr or Harlequin supporting this, exactly?  Why would Harlequin even work with a Great, as his attitude towards dragons isn't a good one.  Nor do I think Goldensnout would trust that elf above all others.  And Hestaby is here too?  I really doubt Lofwyr would be supporting this if it gives her more influence after her exile from the Draconic Community. 
Would you want to go into a place where the resident had a drum-fed shotgun and can see in the dark?

I didn't forget what universe this is, this is just the basics until I can draw out the details more thoroughly. There are DEFINITELY problems in Altarraum, mostly due to the megacorps and some not very ethics friendly things going on at the university right under Maisie's nose. To the public, everything seems hunky dory dandy. I know there's at least one other nation that stripped megacorps of their extraterritoriality, and seems to be doing ok for itself last I knew.

Harlequin is working with Maisie, not Lofwyr, and Harley and Hestaby are at the very least civil with each other, or have been in the past at least.

I know there's issues with it, but I had to get it out of my head so I could focus on other things. If it sounds to good to be true, it is. I do know that the people of Altarraum are a little TOO happy. Nearly to the point of seeming not quite all there. Let your paranoia run wild with that for a bit.

Oh, and the gammaware thing was a typo. Only the Thronwache have gammaware, and there's only six of them. All of the other Drachenritter have alphaware or betaware. The Thronwache were specifically designed to take on the most elite enemies because Maisie KNEW she had enemies, and wanted to make her power abundantly clear.

Maisie is a wolf shaman, and wolves may be pack animals, but they're also territorial. Maisie is the alpha female in Altarraum, and she defends her rank ferociously. Maisie does not have to submit to the Rite of Cleansing, only members of the High Council do. Meaning there is really no way to remove Maisie from the throne short of killing her. She actually listens to, and at least SEEMS to care about her people, but in the end her word is law, and she will not be questioned. She also CRAVES companionship, which is why she keeps Harlequin close despite the obvious risks and likely fallout. Harley could have dozens of different reasons for playing along to keep her happy, and trying to understand his logic is a good way to end up in the nuthouse.

On second thought, I may dump the extraterritoriality thing entirely. Maisie would definitely do all she could to keep the megacorps from becoming a threat to her rule though.

Ok, so I finally had the time to draw this out more thoroughly.

A lot of what Queen Margaret (Maisie) does is based on what she saw while growing up SIN-less in the shadows. She has witnessed and been victim to unspeakable cruelty, despite her adoptive dad's best efforts to shelter her. She saw the evil, underhanded drek the megacorps do, and decided that she would NOT give them the power to do the same in her country, no matter how big a fit they threw. They can still operate in Altarraum, they just have to follow the nation's laws. Since they don't have to worry about policing their own property,  they actually save money by outsourcing their security needs to the Zentralewache. So they're definitely upset about being stripped of their "right", but after seeing what she did to Germany, and realizing her military force is even BIGGER now, all they can do is prowl around her, waiting for her to show a weakness they can exploit.

Maisie is clever, and being an immortal, also takes the LOOOOOOONG view. She doesn't get nearly as fussy when someone dreks on her plans, she simply adapts and evolves accordingly. She's also incredibly charismatic, and actually cares about her people, so the citizens love her. They all have military training, and will fight for her at a moment's notice. Maisie knew precisely what she was doing when she made military service compulsory. Every legal citizen owns at least one firearm, and is thoroughly trained in it's use. Kinda like Switzerland, now that I think about it.

I drew a lot of inspiration from both modern day Norway, and the sociopolitical structure of the ancient Norse when creating Altarraum. Maisie may be an immortal elf (a Great Elf, actually), but she gives exactly zero frags about the issues between the dragons and the other immortal elves, and she outright refuses to play their games. She judges people based upon their own merits. Their race, social status, wealth, or species doesn't matter to her. Even a persons past matters little to her. At one point she actually says "I don't care who you were. I care about who you are, and who you will be.". This is why she gets along with Harley and Hestaby, but fraggin HATES Alachia.

It's very pretty and all, but - and understand that while I am absolutely positive it fits well in your game / campaign, and I am completely not meaning to offend you - it's very unrealistic in a political sense, in a canonical sense, in an economic sense, and even in a personal psychological sense.  The last one is what I'd just like to comment on, because it seems integral to your concept ...

... and being an immortal, also takes the LOOOOOOONG view ...

Here's the problem.  She has been told she's immortal; she doesn't know this.  The first IE born in the 6th World is Jane "Frosty" Foster, and her life experiences so far mostly have to do with getting taught a very exotic form of magic - not the fact that she can expect to live at least 500 years, and maybe 10,000 or more.  Hell, the oldest 'barely-spike-baby' elves born are only 70 years old!!  All of the elves up until now have grown up as humans, with human attitudes, human views, human mentalities on life.  The orks have been brought up short with the fact that they get 40-50 years at the most.

The best two examples I've ever seen about how elven mentalities are essentially 'human' and are still getting used to the 'I'm gonna be 25 for two hundred years' were written by our Critias, here, in the first adventure of Elven Blood, 'Ancient Pawns'.  Belial is young (in his 20's) and rarin' to go - despite being an elf, he's pushing for the leadership of the local Ancients chapter, because he doesn't have the cultural inculcation - transferrence of ideas and concepts - of 'I'm going to live 300 years'.  In SR, the mindset of everyone not an ork is still that of general 75-95-years humanity.

The flip side of this is the other core elven NPC in the module, Sting, who was an Ancients lieutenant in 2050, rose to leadership after Green Lucifer secretly executed the previous leader (Wasp) during a battle with the Meat Junkies, assuring Sting's ascent to power.  (Beginning fiction in the module 'Elven Fire'.)  She's held the position against all comers, Green Lucifer basically rising past her to assume leadership of all of the West Coast chapters.  In the ensuing 20+ years, she's gotten tired of the position - not physically, but mentally.  She can still kick ass like nobody's business, but she wants to go back to doing only that, not having to worry about anyone else, or how things look, or attitudes, all that sort of leadership crap; she still feels the fire of youth calling her to be young and reckless and just tear shit up, has the limberness and speed to do it.  She wants to be just a ganger again, because while mentally she's a 40-50-year-old human, she has a body of someone in their early 20's, and she wants to just use it.  She is experiencing the first realizations of what living for 300 years is going to mean - one of the few examples of an elf who, having grown up with a human mindset, is getting forced into recognizing that she took too much responsibility too soon, and hasn't gotten to really live the way her biology allows her to.

I've made this commentary before, actually; damned if I can find it, but it essentially boils down to the fact that as an elf that generally grows up in human-mindset societies and a human-dominated world, at age 50 an elf has a choice - she can either associate with people who get your 30-year jokes and references (which is amazingly important) but who conk out at 10:30 PM, or you can go out partying all night with people who can still keep up with you, but don't understand 85% of what you say.  The humans you went to college with are the first group; the current batch of college students are the second, and that dichotomy only increases as time goes on, leading to - of course - elven enclaves, people who BOTH get your 150-year-old jokes AND who can still go out partying with you until an hour after the bars close.

In short, having grown up a street rat, it is vanishingly unlikely that Maisie possesses at this point in her life the core psychology necessary to 'take the loooooong view'.  Even the oldest elves at the point you're writing her into (2090's, IIRC) are only now getting a good grasp of the issue.

But, like I said, I'm sure it works for you and your game, and if so, more power to you.

It's very pretty and all, but - and understand that while I am absolutely positive it fits well in your game / campaign, and I am completely not meaning to offend you - it's very unrealistic in a political sense, in a canonical sense, in an economic sense, and even in a personal psychological sense.  The last one is what I'd just like to comment on, because it seems integral to your concept ...

Here's the problem.  She has been told she's immortal; she doesn't know this.  The first IE born in the 6th World is Jane "Frosty" Foster, and her life experiences so far mostly have to do with getting taught a very exotic form of magic - not the fact that she can expect to live at least 500 years, and maybe 10,000 or more.  Hell, the oldest 'barely-spike-baby' elves born are only 70 years old!!  All of the elves up until now have grown up as humans, with human attitudes, human views, human mentalities on life.  The orks have been brought up short with the fact that they get 40-50 years at the most.

The best two examples I've ever seen about how elven mentalities are essentially 'human' and are still getting used to the 'I'm gonna be 25 for two hundred years' were written by our Critias, here, in the first adventure of Elven Blood, 'Ancient Pawns'.  Belial is young (in his 20's) and rarin' to go - despite being an elf, he's pushing for the leadership of the local Ancients chapter, because he doesn't have the cultural inculcation - transferrence of ideas and concepts - of 'I'm going to live 300 years'.  In SR, the mindset of everyone not an ork is still that of general 75-95-years humanity.

The flip side of this is the other core elven NPC in the module, Sting, who was an Ancients lieutenant in 2050, rose to leadership after Green Lucifer secretly executed the previous leader (Wasp) during a battle with the Meat Junkies, assuring Sting's ascent to power.  (Beginning fiction in the module 'Elven Fire'.)  She's held the position against all comers, Green Lucifer basically rising past her to assume leadership of all of the West Coast chapters.  In the ensuing 20+ years, she's gotten tired of the position - not physically, but mentally.  She can still kick ass like nobody's business, but she wants to go back to doing only that, not having to worry about anyone else, or how things look, or attitudes, all that sort of leadership crap; she still feels the fire of youth calling her to be young and reckless and just tear shit up, has the limberness and speed to do it.  She wants to be just a ganger again, because while mentally she's a 40-50-year-old human, she has a body of someone in their early 20's, and she wants to just use it.  She is experiencing the first realizations of what living for 300 years is going to mean - one of the few examples of an elf who, having grown up with a human mindset, is getting forced into recognizing that she took too much responsibility too soon, and hasn't gotten to really live the way her biology allows her to.

I've made this commentary before, actually; damned if I can find it, but it essentially boils down to the fact that as an elf that generally grows up in human-mindset societies and a human-dominated world, at age 50 an elf has a choice - she can either associate with people who get your 30-year jokes and references (which is amazingly important) but who conk out at 10:30 PM, or you can go out partying all night with people who can still keep up with you, but don't understand 85% of what you say.  The humans you went to college with are the first group; the current batch of college students are the second, and that dichotomy only increases as time goes on, leading to - of course - elven enclaves, people who BOTH get your 150-year-old jokes AND who can still go out partying with you until an hour after the bars close.

In short, having grown up a street rat, it is vanishingly unlikely that Maisie possesses at this point in her life the core psychology necessary to 'take the loooooong view'.  Even the oldest elves at the point you're writing her into (2090's, IIRC) are only now getting a good grasp of the issue.

But, like I said, I'm sure it works for you and your game, and if so, more power to you.

You actually have a really valid point. My goal with how the kingdom is run is to make Maisie very popular among it's citizens. In her mind, they'll be more willing to fight for her if they adore her. She's managed to earn a small modicum of courtesy from some of the other big dogs, but her position in the world is tenuous at best at this point. She's smart enough to know she needs to solidify her power as quickly as possible, but she lacks the experience to know how. She ends up leaning on what few allies she does have rather heavily, and they all have their own agendas. Really the only ally Maisie has, outside of her adoptive family, who doesn't have an agenda is maybe Frosty.

On top of it all, she has some rather (if you will excuse the use of such a term) Lofwyrian tendencies. Hell, those tendencies are the whole reason Altarraum exists at all. She's compassionate, well-spoken, and loyal, but also tenacious, vengeful, and more than a little bit egotistical. She gets mad, and then she gets even.

I also, admittedly, have precisely zero experience in politics. So this is really more like guidelines than actual rules. I also had to leave some stuff out in order to stay under the 20,000 character limit for posts.
It is better to be crazy and know it, than to be sane and have one's doubts.
