If you’re link-locked, you can’t use the Switch Interface Mode, the Enter/Exit Host, or the Reboot actions on the device your persona is using (probably your deck). You can escape with a successful Jack Out (p. 240) action. Successfully jacking out usually means suffering dumpshock, but at least you’re free.

So I don't think he can go to Cold-Sim if he is not there already. It's not perfectly clear since the Switch Interface Mode only talks about AR/VR, with no distinction between Hot and Cold sim, but I suppose it works that way too.

I can help but I am not a hacker.  I can help fight the IC but I probably can't do it alone.  Can wheels drive and hack at the same time?

Probably not. The rigger persona's is in the Host, to affect anything matrix-side you'd have to be there.
And the only options I see (sort of risking the dumpshock) once there is either to beat the IC, or remove the Mark(s) the rigger has on himself (or a Technomancer with a Resonance Veil to convince the IC the rigger is out but...). Which in any case would require an Attack rating not too low.

Other than that, one way or another he'll take dumpshock.

After rereading the rules, there is nothing preventing the decker from leaving the host. Linklock only prevents him from switching interface mode and jacking out. Leaving a host is a separate action that is not affected. And since IC can't leave it's host...

Don't think Wheely can drive & hack like that. BUT the car has an autopilot, we are not in hot pursuit yet so it should be doable if we are fast in the host.

Good thinking Kynos-san, since the rigger is still councious it means that he has at least 1 or more physical condition monitor boxes remaining. With a heal from the Valkyrie and the Spirit it should be enough to get him over the 6P from the Dumpshock.

Meh that's only 1 box healed, but it should also give a diagnosis of the patient health. Even if the spirit heal does not bring him back to full health he won't die unless he takes (Body) points of overflow damage (and the module can stabilize him).

A Dumpshock is 6P so best case is the spirit heals 4+ boxes.

Since your spirit only has 1 Service anyway can't you send him with a Remote Service to help?

You're hacking a Persona here (the rigger), not a device. Which means your speciality doesn't count, and it's not a direct connection either.
And you can only do so once you're in the Host yourself (at which point I'd recommand asking the rigger to invite marks on himself if you want to Mark him...).
