With all the qualities and other stuff that are in Shadowrun 5th edition. Who has the best benefits for stealing all types of transportation? And what are great ways to build these kind of characters?

AI's.
They can change ownership in minutes instead of hours. No special build necessary, just some edge to break the limit and the computer skill.
