I'm constantly on the lookout for NPCs and enemies with stats (and pictures are great too).

I've found stuff in Run Faster, the Digital Tools collection, and the Core book.  But not nearly enough to sate my appetite.  Anyone have any other good suggestions?  I've bought a lot of the Catalyst supplements and while they are all good, a lot of them are mostly fluff and don't really help in this regard.

Boston: Lockdown had a fair collection of NPC (both named and more generic) in the back.  Granted quite a few of those were CFD victims, but certainly not all.

Fourth edition works would obviously take some translating (especially as skills capped out at six, I think), however I'd picked up some of the campaign idea books on clearance at a game store recently, and was happy to see a lot of NPC statted out (the one that really jumps to mind for this is Artifacts Unbound).

There's a "Character Trove" chapter of NPC stats at the end of Bloody Business.

To Sphinx's point, the Character Trove chapter in Bloody Business has 15 stated NPCs, although 4 of these are variations on Mr. Johnson. Some of them still need a bit of extra attention, like the veteran mercenaries (professional rating 4) that don't have any Athletics skills. No pictures though.

From earlier editions. 4E's Contacts and Adventures was a slim supplement that had about 30 NPCs and some good artwork. I believe this was a component of the Gamemaster's Screen for 4E.

Back in 1E, Sprawl Sites had 34 NPCs plus 8 more that were more like sample PCs. All of them feature really excellent artwork that I still reference regularly for inspiration.
