Cyberpunkify Picture for Shadowrun

Hi all,
I have the chance to live in the city where one of my Shadowrun campaign is happening. Thus I often go out and take a few pictures of a location to use during the game. The only issue is that those picture generally lack the "cyperpunk feel".
Do you know any quick tricks (like Filter or Script in Gimp) I could use to make those picture a bit more gloomy and Shadowrun-like?
Thanks!

Just take a road trip through Gary, Indiana that ends in Youngstown, Ohio. If that isn't gloomy enough, I don't know what is.

Well, actually, I have the picture of the city I live in (Berlin, Germany), so I'm rather looking for a way to modify those picture to give'm more of a Cyberpunk look.
(but if I ever set foot in Indiana, I will)

But, for the record, not what I am asking. I don't need a location to take picture. I have the location and the picture. I need tips and tricks to make the picture look more "cyperpunk".
