The Critter Accident power says "For example, blowing a tire and swerving in front of an oncoming drone bus could be hazardous to your health," so it seems clear that it is meant to work on vehicles as well as individual metas. It's even a P power. But the resist is Reaction + Charisma. What do you do if the target is an auto-soft piloted drone and has no charisma? Do drones just suck against it?

It is not at all clear that it is meant to work on vehicles (that the critter can target a specific vehicle).

The critter target an individual and if successful an accident happen to that individual.

An example of a targeted accident might be that one of the tires of the car the targeted individual is driving suddenly blow up which case an abrupt change of direction and as a result the target individual end up in the wrong lane where he or she might risk colliding with other vehicles.

There's a couple of weird interactions due to being Physical: Also see Paralyzing Howl/Touch and Petrification.  Those are physical, but in all likelihood drones/vehicles should just be flatly immune.

In the case of accident, I'd just use the stats of the driver/controller for the resistance test.  If it's a drone on autopilot, I'd say just roll Pilot + Sensor.  Or object resistance (15 dice), depending on how punishing you want to be on MagicRun.

RPG mechanics exist to give structure and consistency to the game world, true, but at the end of the day, you’re fighting dragons with algebra and random number generators.

That's the problem though.  It isn't punishing on Magicrun.  You can still blast the crap out of it with spells.  You just can't do anything more subtle.  Accidents won't work (maybe).  The way the movement power works means that a beastly water or earth spirit can't slow down an RV by getting it stuck in the mud, because it's too big and tough.
