So  the listed Adept power says that you can perceive the astral plane and attack astral forms, but you still cannot astrally project? Just wanting to make sure I understand the limitations of this power correctly.

Yes. Astral Perception as an Adpet power "unlocks" th a Asrtal Plane.  You can see and attack purely astral forms (and they can attack you, while you use the power...) but you can't leave your body.

Okay, as a follow-up question, how much of a loss to the game would not being able to astrally project be assuming that I'm the only magic-user in the group?

None. If you can summon spirits to do astral recon, it absolutely doesn't matter if you can project.

Besides, your team can still do recon via matrix, drones, or the good old fashioned ninja-sneak ways.
