Sleeping Tiger armor and Ruthenium

Hi guys,

Not sure there's a rule about that, or I missed it.

The Sleeping Tiger armor (R&G, p61) is listed as avail 10. But it has Ruthenium Coating grade 3, which is F. So what's the actual avail. of the armor ?

Standard rule is that if it's a feature that is built into the item then it's availability already factors it in

Isn't it funny how in one soucebook, they say Ruthenium is a banned substance, illegal for anyone to own...... THEN, in another sourcebook, they have an entire outdit made from the very same banned sunstance....



Which is why many tables just ban the Sleeping Tiger.
Where am I going? And why am I in a hand basket ???

Wish I could find the quote off hand...

But basically, the gist of it was, Some poor slot got kidnapped, and stuffed into a Ruthenium bag. A fire fight broke out, the bag got dropped... And The HTR team backed their truck over the poor slot!!

Which, kind of woke  the world up to just how dangerous Ruthenium was, which lead to the "complete" ban of it..... until it gets thrown into a piece of clothing commercially available....

Not, Forbidden... not restricted.... Commerically available... as in walk into any high end clothing store and pick it up off the shelf, no questions asked.....

This little "WTF?!?!?" moment has lead some tables to just ban the Sleeping Tiger outfit, as how do you reconcile these 2 extremes?

Where am I going? And why am I in a hand basket ???

And I thought the invisible underwear was also legal?  Can't recall, away from books.  Same deal as the Sleeping Tiger, Ruthenium simply comes with the Legal Armor.

Silencers are not a good example. As their status depends on state/county/country. In Texas for example, a silencer is a legit safety device BECAUSE it reduces the decibel level of a gun shot by up to 70%.
(Contrary to popular opinion, a Silencer does NOT make a firearm silent -except for 6 specific cases- they just reduce the noise by 40 to 70%.)
In Canada, you require an unrestricted licence to own a silencer... but then again, you need an unrestricted license to own most firearms that you would want a silencer on anyways..

I am trying to think of something that by itself is illegal, but not when in an other similar form...and I can't. Probably because it makes no sense.

If wool was made illegal because its inhumane to shear sheep, why would Walmart be allowed to sell wool socks???

They even FLAT OUT TELL YOU that ruthenium is FORBIDDEN in its availability.... then commercially sell it as clothing.... Why the fuck did they make it illegal if they are going to sell you underwear made from it????

More then likely its a case of left hand, right hand... neither knows what the other has done, and the community is left scratching their head.

Honestly I think the best way to handle Sleeping Tiger is to just ban it.  Beyond the legality conflict, you have "social" armor that has heavy armor protection value.  It's ridiculous on multiple levels.
RPG mechanics exist to give structure and consistency to the game world, true, but at the end of the day, you’re fighting dragons with algebra and random number generators.

I don't mind Sleeping Tiger really, but I would certainly say the above for hardened milspec.

Yeah, most of my characters wear Mortimer's for the Global Social test bonus and keep some kind of sneak suit in the car.  Either the Cloak or one of the ?three? stealth Armors.  Changing clothes.  Not a big deal, manage it all by myself a couple times a day usually.  I mean sure the socks are tricky now that I'm old and fat, but, I still manage.

I think there is a plenty of materials in the real world which you cannot obtain legally yet they are used in many products. Also come on - money open doors. The price range of Sleeping Tiger is quite high. Won't be the first time people of money had made exceptions for something they want to have :)

I just Houseruled at my table that Ruthenium Polymer in the Sleeping Tiger outfit is to be replaced with Electrochromatic armor option.
Just needs a little bit a cayenne pepper.
