Has anyone done any work towards running 2040s with the fourth edition I could use some suggestions on conversions and new essence costs as well as what tech to restrict

I considered this idea once, running a 'retro' game and converting things to the new rules. Be prepared for a LOT of homework.

One thing you'll find is that some things never really change, despite the names implying upgrades. A good example is the Ares Predator pistol; even though the 4th-edition shopping list calls it a "Predator IV", it's essentially the same thing as the 1st-edition version.

As for tech restrictions, well, they're legion. For starters, the only things that were wireless were cell-phones and things that specifically used radio communication, like drones. Hackers (called 'deckers' back in the day) had to physically run a cable between a jackpoint and their computer, with another wire going from the computer to their datajack. The street-sam with a smartgun had to have a similar cable running from the gun to their head.

Data-transfer rates were comparatively abysmal, and electronic storage space was hopelessly limited. Deckers actually had to keep track of how many programs they had loaded on a Matrix run, not to mention how many were actually running. It was common to have an external storage device, 'cause cyberdecks just didn't have enough space for a good run and picking up paydata, but you had to worry about how long things would take to download.

The Matrix worked a lot like bulletin boards back in the '80s and early '90s; if you didn't know a host's LTG, and weren't at its real-world site, you had to go hunting to figure out how to access it. Most people's Matrix access was limited to dumb terminals, and VR was about as primitive as the original Doom is today. The idea of sculpted environments wasn't even possible in the 2040s, and didn't start turning up until the mid '50s -- and that was only on high-end, high-maintenance, high-security servers.

Bioengineering was still in the 'research' phase at that time, so no bioware, and no genetech. Magic and tech were very firmly separated, so there was nothing like FAB or GloMoss. People had learned the trick of using living material to block astral perception, which meant a lot of facilities let ivy grow on the walls or used sheets of biofiber.

Cybermancy hadn't even been thought of back then. If someone let their Essence drop to zero, they simply died on the operating table. Most legitimate surgery clinics kept a magician on hire for assensing, so the patient could be warned of the risks -- but street docs typically couldn't afford it.

IDs still worked pretty much the same: the concept of SINs hasn't really changed that much. The difference is in how they were carried; everyone had a credstick, which had their ID, all their licenses, and their bank account info. It was common for runners to carry certified credsticks, which just had a pool of money stored electronically. They weren't cheap, though, and had limits on how much money they could 'store'.

Cybernetic augmentation (which was the only game in town, as I mentioned) was still considered rare and unusual. Anyone bearing obvious cyber -- even just a datajack -- tended to meet with some degrees of social separation. The same went for wearing obvious armor, though things hadn't progressed to the point where top-of-the-line fashions happened to be bullet-proof. The high-class places went with the assumption that "our security is so good, you don't need armor", and it was hard to be sneaky about it.

Sorry for not providing any crunchy bits; I no longer have any of my old SR books. But I've been playing (off and on) since it first came out, and I remember how limited it was in some aspects.
