IF an adept gets cyber and has to lose a power piont and has to give up a power that costs more than 1 piont does he get the rest of that back to put into a new power or does he lose that too.

Let's do this step by step.

Adept has Magic 5, picks 5 points worth of powers.  He goes on a couple of runs and decides to get some cyber vision enhancements.  This reduces his essence and drops him to Magic 4 with 4 power points, having to "lose" a power.  If the power costs more than 1 PP (say 1.5 PP), the character now has Magic 4 with 3.5 PP spent.  He could spend that .5 PP, but he would still need to learn the magic somehow.  Or he could wait until he had enough karma to initiate or raise his Magic attribute, then re-take the power again.

Also, posts like this would get better/faster answers in the "Rules and such" topic for future reference.

I concur with Abtruse.

Don't have my books with me, but a Geas used to work to mitigate the lost power point (ie, it still worked, but you needed to permanently have a talisman, or a particular limitation to that power). Does that still work in 4e?

Geasa no longer allow you to save a lost Magic point due to essence loss. Instead they offer extra BP at character gen or as a crutch after a loss of confidence. Applicable rules are in Street Magic under Negative Qualities and Acquiring Geasa During Play.

Abstruse got it in one. 

Sometimes Adepts get a little wonky due to the costs of their powers, when stuff like Essence loss (or background count, or gaesa, or optional discount rules) come up -- and basically you've just got to talk to your GM, look at what makes sense and fits the spirit of the rule, and wing it.
