Take over of the facility is not my interest...but if you want to, Ill cooperate. I would prefere covering Sam`s sneaking to targets on the crane and assembly lines, then pack some loot an gtfo, detonating explosives once we are in safe distance...
We need to plant at least 4 charges: Crane and 1 for each assembly line. If we manage to cut the assembly lines on two places, the better.

I will go to the main hall with dobermans and start to search the area.
And the suddenly Ill find you (that troll) Ill send the target coordinates to every ear around and begin the pursuit, open the fire, after witch your masking would fail. You will be running away...possible to the building D...
Billys voice: "everyone who had a contact with intruder, follow the target, we will assist with dobermans and flank him from outside!"
As I will open fire, Ill make sure that the access points from that building are covered by both dobermans and remaining guards would not pass easily.
Spirit of the man should use its Influence power on one of mechanics, on assembly lines, telling him that the hall can sense the danger (maybe poison or gass) and that he should be the hero if he manages to lead others out by doors on the east wall...
If we succeed, we may lure both guards and workers out. In the very moment the show with dobermans would start, it would catch attention so Sam should be prepared to get to the crane and for the cover, while planting first bomb.
If we succeed in luring others out...maybe I should create more dangerous atmosphere by "missfiring" some burst above heads of workers..Sam would have an open field for planting bombs.
As a backup plan, in case everythin goes south:
I will break throught the gates of the building C to location 1 on my map, using Rover and mounted machine gun as a threat...they dont know we mean almost no harm. and then we will command them to surrender, plant bombs, stun every hero, kaboom and GTFO.
And if its necessary, we would harm some of them with real weapons.
Cut on money is bad, but being shot or killed is worse.
Now, this is basic skelet. Please help me to meat that up by your ideas
