For all three Attributes, there are the exceptional attribute and the (SURGE) metagenetic improvement (Attribute) qualities, and the genetic optimization geneware. All raise the Attribute maximum (the SURGE quality also actually gives you a +1 increase; the others only raise the maximum). There are also some metatypes, and some of the advanced character options from Runner's Companion (nosferatu, pixies, etc.) that give bonuses to mental Attributes.
There is only one implant (the cerebral booster) that can increase Logic, but it is available up to rating: 3 (only rating: 2 at character creation, unless you have the restricted gear quality). There are other things that can boost your Logic tests, though, such as PuSHeD geneware, an encephalon, and more specialized things such as several types of nanites, mnemonic enhancers, and the math SPU. There are also some qualities (analytical mind, photographic memory, etc.) and adept powers (analytics, eidetic sense memory, multi-tasking, etc.) that increase your mental abilities without raising Logic itself.
Intuition can not be increased with implants, but some geneware and drugs can boost intuition tests, and there are lots of ways to boost your perception tests (adept enhanced perception, the perceptive quality, attention coprocessor cyberware, reception enhancer bioware, etc.), which is one of the major uses of intuition.
Willpower is hard to increase - some geneware and drugs can boost willpower tests, but beyond that most qualities and adept powers only give a bonus to one type of Willpower test (the guts quality, iron will, etc.).
